The rescue squads had flocked to the levelled city a few hours after the attack. Their awareness of the tragedy numbed by the harrowing sight of the wanton destruction all around them, the men could not make out for a while of the strange, seemingly too high number of charred dolls dotting the streets in front of them. Why had been so many children running for their lives, clinching to their favourite toys only to eventually jettison them in the boiling mayhem they had been so desperately trying to escape? The eyes of the rescuers fell on one doll, then on a few, and then again on dozens of them, blackened cinders which appeared incongruously too many to make any sense, even amid that senseless devastation. Only then, all at once, did the dizzying depth of the horror finally set in. The children had not abandoned their toys. Those were not dolls. Those cinders were the children.

When burned, human bodies shrink. When burned completely, the bodies of adults shrink down to about the size of a medium ape; the bodies of children get shrunk down in proportion. This was not all that was awaiting the rescue squads, though: thousands more corpses, of children as well as of adults, were discovered in the city’s bomb shelters, cyanotic from suffocation. The violent firestorm, a man-mad phenomenon with no equal in Nature, had utterly deprived of oxygen many areas of the city, and even the few lucky enough to escape the fire could not breath. Others had burned to death out in the streets, trapped by the melting asphalt up to their knees until the flames had reached them. During the following days, thousands of bodies, many with their limbs fused to the remains of the torso by the intense heat, were carried away in carts looking grotesquely too small below the barely balancing piles of bodies.

The aim of this paper is to identify the shortcomings and constraints of the current EU early warning system and suggest ways to overcome these in order for the EU to match its ambitions to prevent conflict, promote peace in the world and mitigate threats to EU interests and international security. Early warning is an essential key to anticipating and preventing violent conflict. Early action is impossible without early warning.

Nous donnerons suite en quatre parutions successives de « IERI News » aux réflexions politiques, scientifiques et éthiques du physicien nucléaire, le Docteur (Phd) Franco Cozzani, Chef d'unité adjoint de la DG Recherche et Innovation, Commission européenne, qui s'exprime toutefois à titre uniquement personnel.

Les titres des quatre contributions sont significatifs :

1. Les Armes Nucléaires. Un problème toujours d'actualité

Les révolutions populaires dans les pays de la rive sud de la Méditerranée et au Moyen Orient ont déclenché un déferlement médiatique tout à fait classique dans ce genre de situation, véhiculant les incantations de la classe politique, les imprécisions journalistiques, mais surtout la propagande des acteurs impliqués sans aucun recul ni analyse de fond, à de rares exceptions près, dans un contexte a-historique et a-territorial.

Le XXI° siècle s'ouvre sur une ère de migrations mondialisées. Vers la fin des années 80, le monde s'est remis en mouvement dans l'hémisphère Nord et ce mouvement a pris de l'ampleur à partir de l'Europe de l'Est, des Balkans, du Caucase, de l'Asie Mineure, de l'Afghanistan, de l'Irak, du Sub-continent Indien en direction de l'Europe de l'Ouest, puis en provenance de l'Afrique vers le Nord de la Méditerranée. Le monde se transnationalise et se multiculturalise.

Pour le PNUD, la mobilité est devenue le facteur principal du développement humain. Ainsi, la gestion des migrations devient un problème de politique domestique, mais aussi de politique étrangère et de sécurité. Les migrations de masse (214 millions de migrants internationaux en 2009; 740 millions de migrants internes aux Etats) constituent des enjeux mondiaux par leur portée interne et par leur dimension internationale. Elles façonnent désormais les relations bilatérales et multilatérales entre les États dans au moins quatre domaines : le domaine de la sécurité, du développement, de l'intégration et de l'opinion.

I.1 INTRODUCTION1
    Entre 1989 et 1991 ont été tournées trois grandes pages de l’histoire contemporaine,
géopolitique, stratégique et systémique. Le système international passe de la bipolarité
à un état hybride d’unipolarisme imparfait et de multipolarisme tendanciel, la
dissuasion, stratégiquement « dormante », y jouant une fonction de sanctuarisation et
d’insularisation politique. Le monde se fraye un chemin agité et procède de la stabilité
