“Let China sleep, for when she wakes, she will shake the world” is a quote widely attributed to Napoleon Bonaparte, and it appears to have become a reality. For more than two decades, China has been the epitome of a rising power and the sole nation ready to challenge the US in its role as global hegemon.

At the end of the face-to-face meeting in Geneva between Vladimir Putin and Joe Biden, Putin had the last word by quoting Tolstoy : "There's no happiness in life, only a mirage of it on the horizon."

Putin has seen off Presidents Bush, Obama and Trump, all of whom wanted a "reset" with Russia. Putin is still here and, if anything, is more powerful at home and abroad. He has revived Russian pride and influence in the world.

In 2012 the Chinese government set a long-term goal: build China into a fully developed and prosperous country by 2049, 100 years after the founding of the People’s Republic. While Xi Jinping is seeking control of world supply chains, China’s long-term success will depend primarily on addressing its internal challenges such as an aging population, a rural-urban divide, an ongoing innovation, and reliance on carbon-based energy sources.

Un dépassement du concept militaire de guerre?

Si dans la tradition occidentale la guerre comme "poursuite de la politique par d'autres moyens" (Clausewitz), associe à la finalité, conçue par la politique (Zweck), des actes de violence pour imposer à l'autre notre volonté, le concept décisif de la violence étatique et de l'action guerrière sont-ils toujours essentiels à la rationalité politique du conflit belliqueux dans la pensée militaire chinoise?
